Municipal Code Chapter 1.10 (Administrative Penalties) establishes an enforcement mechanism for all violations of the Municipal Code. The procedures established in Chapter 1.10 are in addition to any other procedures or legal remedies available to address violations of the Municipal Code. Enforcement of the Municipal Code is an important public service and is vital to the protection of the public’s health, safety and quality of life. The City’s code enforcement procedures use a combination of judicial and administrative remedies to gain compliance with the Municipal Code regulations. The Chapter 1.10 regulations establish at two-step process for enforcement of the Municipal Code: issuance of a compliance order and issuance of administrative citations. A Citation Hearing may be requested by the person responsible for the violation. Individuals who wish the code enforcement staff to investigate a possible violation of the Municipal Code must complete a Code Complaint Form and submit it to the Community Development Department. While the nature of a code enforcement complaint is subject to disclosure under the Public Records Act, the personal contact information of the complainant is confidential. Should a court action be filed concerning the complaint, all information may become part of the public record.
