REQUEST FOR PROPOSALS

PREPARATION OF PLANS, SPECIFICATIONS AND COST ESTIMATES
AND OTHER STREETS MANAGEMENT ELEMENTS
FOR
CITY OF SAUSALITO 2016-2019 STREET REHABILITATION, ACCESSIBILITY, TRAFFIC SIGNAL, SAFE ROUTES TO SCHOOL AND RELATED PROJECTS

With this Request for Proposals ("RFP"), the City of Sausalito ("City") seeks proposals from experienced and qualified design firm(s) or team(s) of firms to prepare project development documents and assist in permitting and acquisition of project approvals; prepare plans, specifications and cost estimates ("PS&E"); and perform additional streets management tasks for the City of Sausalito 2016-2019 street rehabilitation and related projects.

On the basis of the proposals received, the City will select firm(s) or team(s) with a range of strengths and experience capable of addressing the varied services required for successful completion of the work.

The City's principal contact for this Project is Andrew Davidson, Senior Civil Engineer at adavidson@ci.sausalito.ca.us or (415) 289-4180.

Proposal Due to the City Tuesday November 15, 2016. (The due date has been extended by one week as of 10/28/2016)

Below are questions and answers related to the "CITY OF SAUSALITO 2016-2019 STREET REHABILITATION, ACCESSIBILITY, TRAFFIC SIGNAL, SAFE ROUTES TO SCHOOL AND RELATED PROJECTS" RFP described above: (The answers are highlighted in orange following the questions)

1. The number of streets involved in the project will not be determined until the completion of Phase I. That challenges consultants to determine a level of effort and schedule for the subsequent phases of the project. Can you help us by identifying your expectations for the fee proposal and schedule? Do you want a fee/schedule for just the first phase? Due to the uncertainty of the size and complexity of the rehabilitation project(s) it will be difficult to prepare a detailed fee and schedule for the remaining phases of work shown in the RFP.  Fee proposal and schedule for first year is sufficient. The schedule would be based on that provide in section VIII Preliminary Schedule. Per XI. B. Part Two. c Provide the assumptions used in preparing it.

2. We anticipate a very complex response to the level of effort and schedule which may be difficult to prepare in the two-week time frame (especially given that we will be attending APWA next week). Would the City consider an extension of one week or more to the submittal deadline?  The due date has been extended by one week.  Bids are now due on Tuesday, November 15, 2016.

3. Section XI, second paragraph states that the consultant should present related experience involving renovations of “public parks, grounds or open space” which does not seem related to street rehabilitation, accessibility, traffic signalization, and safe routes to school projects. Is what is stated in the RFP the experience that the City wants to see? This was missed, parks are not an important piece of the scope and we would expect relevant experience to the work in the scope.

4. Section II, B. mentions that the City prefers to retain a separate firm to provide CM and inspection services, but may elect to have the design consultant perform those services. If the City decides to retain a separate firm, do you expect to issue a separate RFP for CM and inspection? Yes.

5. Is it possible to get a copy of the most recent P-TAP report?  Please click on the three following attachments:

Sections Selected for Treatment for Next 5 Years - Maintain Current PCI

Sections Selected for Treatment for Next 5 Years - Based on Annual Budget

Sections Selected for Treatment for Next 5 Years - Raise PCI by 5

Please click here for the entire P-TAP report

6. Under the description of work for Phase I B. “Project Development for Priority Projects” there are items for geotechnical testing, topographic survey and utility location surveys. It seems these items would be done under the Phase II work. Yes, Phase I or Phase II.
